When homeowners submit informal records requests by email, boards often receive ambiguous requests that are hard to fulfill completely. A standard form specifies the record type, date range, and format — so both sides know exactly what was requested and what must be produced.

In most states, failing to respond to a proper records request within the statutory deadline exposes the HOA to court-ordered production, attorney's fees, and in some states, statutory penalties. A log with due dates and response tracking prevents missed deadlines.
A written policy reduces the board's discretion exposure

Can the HOA charge a fee for copies?
Most states permit a reasonable copying fee — commonly $0.10 to $0.25 per page — but prohibit charging for inspection (looking at records without copying). The HOA cannot charge a fee that effectively discourages access. A few states, including Florida, cap the per-page fee by statute. Check your state's HOA statute before setting a fee schedule.
What format are the templates?
