Free HOA Vendor Contract Checklist
Five-document set to hire, document, and manage HOA vendors without gaps — scope of work template, COI requirements sheet, change order form, lien waiver, and performance standards worksheet.
Three Contract Gaps That Cost HOAs Money
These three gaps account for the majority of vendor disputes and unplanned expenses in HOA contracts. The checklist is designed to close all three.
Problem
Contract says “general landscaping” with no defined zones, schedule, or inclusions
Result
Vendor interprets minimally; board expects maximum. Change orders pile up. Final cost 30–40% above original bid.
Solution
Zone-by-zone scope of work with a frequency schedule. Anything not listed is not included.
Problem
Vendor starts work without a current COI, or COI expires during the contract term
Result
Any injury or damage during the work period falls on the HOA's policy. Premiums rise. Board faces personal liability questions.
Solution
Require a COI at contract signing and at every annual renewal. Put a COI expiration reminder in your calendar.
Problem
Contract auto-renews for another full year; no termination-for-convenience clause
Result
Bad vendor is locked in. Board must either breach the contract or pay through the term. Alternatives can't be hired.
Solution
Require 60-day termination for convenience. Set a calendar reminder 90 days before auto-renewal.
What's included in the checklist package
Scope of Work Template
Zone-by-zone or service-by-service worksheet defining exactly what is included in the contract — frequency, standard of completion, and what is excluded. Attach as Exhibit A to every vendor contract.
COI Requirements Sheet
One-page document the board gives to every vendor at bid time: minimum coverage limits, requirement to name the HOA as additional insured, and the deadline to produce a certificate before work begins.
Change Order Approval Form
Standardized form the vendor submits before performing any out-of-scope work. Requires board officer signature and approval within a defined number of days. Prevents verbal change orders that the board didn't actually approve.
Lien Waiver Request
Final payment checklist item — vendor signs a lien waiver confirming all subcontractors and material suppliers have been paid before final payment is released. Prevents mechanic's lien claims on HOA property after a project closes.
Performance Standards Worksheet
Defines what “done” looks like for ongoing service contracts — inspection criteria, acceptable deficiency rate, re-work timeline. Gives the board objective grounds to invoke the termination-for-cause clause.

Why these documents matter
A scope of work template prevents the most common contract dispute
Disputes over what was and wasn't included in a contract almost always trace to a vague original scope. A zone-by-zone or service-by-service exhibit makes the expectations explicit — and makes it easy to evaluate whether the vendor performed.
COI requirements protect the HOA from uninsured liability
A vendor injury on HOA property without workers' comp falls on the HOA. A vendor who damages a homeowner's property without CGL coverage creates a direct homeowner complaint to the board. The COI requirement sheet standardizes what you require — so you never forget to ask.
Lien waivers close projects cleanly
An unpaid subcontractor can file a mechanic's lien against HOA property even if the HOA paid the general contractor in full. A lien waiver from the general contractor — certifying all subs were paid — is the only protection. Make it a condition of final payment.
Frequently asked questions
Is this checklist free?
Yes, completely free. Submit the form and we'll email it within 24 hours. No credit card or account required.
What contracts does this apply to?
Any vendor providing ongoing services to the HOA — landscaping, maintenance, pool service, security, cleaning, or professional services. For one-time projects over $2,500, add a bid comparison worksheet to the package.
What format are the documents?
Word documents (.docx) with fill-in brackets. The scope of work template is a table format you can expand for each zone or service type. The COI requirements sheet is designed to be handed to vendors at bid time — it lists your minimum coverage requirements so vendors can confirm they qualify before submitting.
